We can distinguish between resolving conﬂicts and merely managing them. Parties involved in conﬂict resolution treat their conﬂict as a joint problem arising out of the ways they have met needs for recognition, identity, and order in the past. “Conﬂict management,” as practiced by global intergovernmental organizations, merely involves moderating the effects of conﬂicts on the world order, the order that consists of, at minimum, the relations of dominance of government over the governed, the maintenance of boundaries of sovereignty between states, and the maintenance of the global hierarchy of autonomous states.
