Professor George W. Kirchwey, like Eberstadt, came from a prosperous German Ameri- Page 18 can family. Columbia's law faculty continued the Progressive organizational education already introduced to Eberstadt at Princeton by Fetter. Like Fetter, Kirchwey promoted philanthropy, penal reform, and social welfare organizations and helped to found the New York School of Social Work. Professor Terry's organizational experiences included membership on the New York Civic League and National Civic Federation, the latter embodying an American form of corporatism during the Progressive Era.

Redfield, a New York congressman and industrialist, voiced the Democratic Party's position on tariff revision as the means to stimulate business, foreign trade, and international harmony. His theories impressed Wilson, who selected Redfield as his secretary of commerce, a role that Redfield used to promote private business expansion abroad. "13 Eberstadt analyzed Redfield's views for Fetter's class. Redfield's work had taught him the need for the adjustment between labor and capital, and between political interests and duty to the nation.

One of these was the War Industries Board (WIB), headed by Bernard Baruch. He and other Wilson appointees relied on voluntarism, cooperation, and private association rather than formal organization to accomplish their objectives. They assembled experts and sought to organize industrial trade associations. The war ended before the WIB or other emergency machinery solidified into permanent institutions.
