Most of the current literature on the topic of terrorism, at least in law journals, deals with procedural issues, even when it is openly critical of the US stance, and of its activities. But to concentrate on how one deals with terrorism, or how one conducts the “war on terror”, is to start by accepting a defĳinition such that “war” is the only appropriate response. In fact, the “war on terror” remains an oxymoron, at least until such time as more light is shed on the concept of terrorism and even that of “war” as an appropriate response to it.
