Thus, a focus on human needs is not new to the study and practice of international organization. It has been central to speculative analysis of international organization since its beginning and, starting in the 1970s, many studies began to take what was called a “basic needs” approach, emphasizing the importance of satisfying the physical requirements for daily living (compare Galtung 1988).

We can distinguish between resolving conflicts and merely managing them. Parties involved in conflict resolution treat their conflict as a joint problem arising out of the ways they have met needs for recognition, identity, and order in the past. “Conflict management,” as practiced by global intergovernmental organizations, merely involves moderating the effects of conflicts on the world order, the order that consists of, at minimum, the relations of dominance of government over the governed, the maintenance of boundaries of sovereignty between states, and the maintenance of the global hierarchy of autonomous states.
