German Tyrol's towns were not as industrialized or as prosperous as those in Italian Tyrol, although by the end of the century that was beginning to change. Since the days of Friedrich with the Empty Purse, Tyrol's nobility had tended to become a service nobility as their prominence and political power increasingly depended on the office they held, not on the land they owned. Through the end of the eighteenth century, only the nobles in southern Tyrol had managed to maintain any real economic or political independence; yet even these families served.
In Bozen, for example, each male member of the family had to be accorded the right of a burgher and be entered into the book, usually on payment of a fee that could range from a few kreuzer to several hundr~d florins. Town citizenship could also be granted gratis, or a local noble or wealthy burgher might pay the fee for trusted and favored employees or servants to become burghers. Wealthier or more prominent burghers might also be ennobled. So the lines were blurred, and movement from one class or Estate to another was relatively uncomplicated.
And here he became an empirical scholar, gathering data and showing his readers the newer empirical method in the process.
