S. cyber defense is divided asymmetrically between a large population of cyber-naïve end-users and a small cadre of cyber-savvy security experts in government and the private sector. Since end-users typically lack the knowledge (or interest) to defend beyond their own endpoints, the experts are entrusted with watching over community assets. This arrangement resembles the classical, physical-space use of police to defend neighborhoods, or the military to defend borders and critical infrastructure.

But should we also be asking “the crowd”? We thus launched the present study to answer the following questions: • • • • 2 In a given threat situation, can we actually extract “cyberdefense wisdom” from a diverse crowd of non-expert strangers? Will the crowd’s insights and actions improve upon those of professional defenders?
