Speaking to the Central Committee of the PCI, Togliatti revealed that a section of the party viewed the election results as a defeat so serious that the party could only recover through insurrection. Togliatti continued to oppose revolution, stating that it would give victory to the enemy and he continued to declare that the party had to strive to win a majority through the creation of new political alliances. 18 However, after an assassination attempt on Togliatti in July, 1948, there were violent labor reactions that some interpreted as insurrectionary.

The question then became irrelevant as the Russians ratified the Peace Treaty, which meant that all US and British troops would have to be withdrawn by the end of the year as the treaty went into effect. 51 The depth of US concern for the Mediterranean region was indicated in a series of Anglo-American meetings in October 1947. Collectively known as the Pentagon Talks, the meetings centered on the eastern Mediterranean, particularly the Near East and its oil. The talks were prompted by United States concern about further British troop withdrawals, the impending end of Italian occupation, and Bevin's desire to reach a gentlemen's understanding with the United States on Near Eastern policy.

Kennan wondered whether it might be preferable to outlaw the PCI, thus provoking a civil war, giving the United States grounds for reoccupation. He noted that such action "might well be preferable to a bloodless election victory ... which would give the Communists the entire peninsula at one coup and send waves of panic to surrounding areas. ,,74 Fortunately, Kennan's suggestion was ignored. Washington did attempt various other measures designed to assist the Christian Democratic Party. US economic aid was used to influence the election.
