Collectively known as the Pentagon Talks, the meetings centered on the eastern Mediterranean, particularly the Near East and its oil. The talks were prompted by United States concern about further British troop withdrawals, the impending end of Italian occupation, and Bevin's desire to reach a gentlemen's understanding with the United States on Near Eastern policy.
Kennan wondered whether it might be preferable to outlaw the PCI, thus provoking a civil war, giving the United States grounds for reoccupation. He noted that such action "might well be preferable to a bloodless election victory ... which would give the Communists the entire peninsula at one coup and send waves of panic to surrounding areas. ,,74 Fortunately, Kennan's suggestion was ignored. Washington did attempt various other measures designed to assist the Christian Democratic Party. US economic aid was used to influence the election.
